The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to procure on a sole-source basis the repair, recoding, and servicing of the AN/URT-140 Radio Beacon (P/N 2155-0908306) from Elbit Systems, CAGE Code 2291A. This action supports the Foreign Military Sales (FMS) case for the Kuwait Air Force F/A-18 Hornets. The required services include the repair and recoding of two (2) units and the recoding of eight (8) units to the Kuwaiti frequency. The estimated award date is 28 Aug 2026 and the estimated value is $50,000. The estimated delivery date is 02 October 2026. The Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 6.103-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement with a capability statement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained.
