AI Contract Overview
This solicitation, numbered 70Z03826RL0000007, is a sole-source, firm-fixed price procurement issued by the U.S. Coast Guard’s Aviation Logistics Center for critical spare components of the APS-143C(V)3 radar system used on HC-144 Maritime Patrol Aircraft. The requirement is restricted to responsible sources and is intended for award to Telephonics Corporation (CAGE 64694) without competition, based on proprietary technical data and OEM exclusivity. Six line items are specified: Signal Processor, Receiver/Transmitter, Antenna Pedestal, and three distinct container types for the radar system, with quantities ranging from three to ten units each. All items must be traceable directly to the original equipment manufacturer, with documentation confirming authorized distributor status if not supplied by the OEM. Delivery is required within sixty days of order receipt, with F.O.B. Destination or F.O.B. Origin shipping terms only accepted, and all deliveries must be made to the USCG Aviation Logistics Center in Elizabeth City, North Carolina, where final inspection and acceptance will occur. The contract mandates full compliance with packaging and marking standards, prohibiting common cushioning materials like Styrofoam and peanuts, requiring individual packaging for each part, and enforcing strict internal and external labeling with NSN, part number, serial number, purchase order details, and FAST PAY designation. A Certificate of Conformance per FAR 52.246-15 is mandatory, attesting to compliance with all specification, preservation, and traceability requirements. No drawings, schematics, or technical specifications are available from the government; suppliers must rely solely on OEM-provided data. Proposals must be submitted by email to Logan.J.Brown3@uscg.mil by May 22, 2026, at 12:30 p.m. Eastern Time, with the solicitation number clearly stated in the subject line. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) method, prioritizing technical acceptability over cost, with award contingent on a pass-fail assessment of technical compliance and price reasonableness. The contract includes special clauses addressing supply chain security, trafficking in persons, equal opportunity, conflicts of interest, and Buy American compliance, and incorporates an option to extend services. Invoicing must be submitted via email or mail to the fiscal branch in Elizabeth City with FAST PAY labeling to facilitate prompt payment, though no detailed accounting
