Procurement of Design Led Multi-Disciplinary Team – South of Romsey Town Centre Regeneration Project

Test Valley Borough Council is seeking a consultant or a consortium of consultants to serve as a design-led multi-disciplinary team for the South of Romsey Town Centre Regeneration Project. The scope of work involves preparing a design specification and managing the delivery of the project through to RIBA Stage 7. This procurement is being conducted under a two-stage competitive flexible procedure in accordance with the Procurement Act 2023. The estimated contract value is £2.3 million excluding VAT, with a projected five-year term running from January 28, 2027, to January 27, 2032. The award will be based on the most advantageous tender, utilizing a weighted evaluation system: 55% for technical merit, 30% for commercial pricing, and 15% for an interview process. Technical evaluation factors include project understanding, site engagement, community sensitivity, multi-project integration, team capacity, and delivery confidence. Shortlisted bidders are required to participate in an accompanied site visit, ideally including the Lead Designer, Landscape Architect, and Project Manager, and must complete an interview consisting of a presentation and five preset questions. Bidders must be United Kingdom or treaty state suppliers, and the Council reserves the right to disregard tenders that are procedurally non-compliant or offer abnormally low pricing.
