RFP 26017; Task Order Based Architectural and Engineering Services

Frederick County Public Schools is soliciting proposals under RFP 26017 to establish one or more task-order based contracts for architectural and engineering services. The scope of work includes facility requirements and utilization studies, feasibility studies, facility assessments, and design services for minor new construction, renovations, and repairs. Specialized requirements include sustainable design services such as LEED or Energy Star certification, as well as engineering services covering civil, structural, MEPIT, and land surveying. The anticipated work distribution is approximately 40 percent architectural and engineering and 60 percent MEP. The contract period runs from January 1, 2027, through December 31, 2027, with three optional one-year renewals. Award will be based on the most advantageous proposal considering price and evaluation factors, with a selection process involving preliminary reviews, cost analysis of top-rated offerors, and potential oral presentations. Contractors must provide a binding fee schedule of fixed hourly rates, though individual hourly rate purchase orders are capped at 1 million dollars. Key compliance requirements include adherence to EPA, OSHA, and VOSHA regulations, as well as strict student information confidentiality. Personnel with direct student contact must be certified as having no convictions for violent felonies or crimes of moral turpitude. Contractors are required to maintain personal injury and property damage liability insurance. Proposals are due by October 16, 2026, and may be submitted via eVA or in hard copy.
