This contract is a combined synopsis/solicitation issued by the U.S. Coast Guard (USCG) under the Department of Homeland Security for the procurement of Main Landing Gear (MLG) and Nose Landing Gear (NLG) tires to support the HC-144 aircraft. It is a sole-source, firm-fixed price Indefinite Delivery Requirements Contract with a one-year base period and four one-year option periods, not exceeding five years in total duration. The award is intended for Wilkerson Company, Inc., the authorized distributor for the Original Equipment Manufacturer (OEM) Dunlop Aircraft Tyres Limited, reflecting a justified sole-source acquisition due to the proprietary and safety-critical nature of the tires. Proposals are solicited only from responsible sources registered in the System for Award Management (SAM), with a closing date for proposal submission set for January 9, 2026. The evaluation process will use a best value tradeoff approach, emphasizing technical and management approaches and past performance over price, ensuring that the awarded contractor meets stringent quality, safety, and delivery requirements detailed in the Schedule of Supplies and associated contract attachments. The contract incorporates updated Federal Acquisition Regulation (FAR) clauses per Federal Acquisition Circular 2025-06 and DHS-specific supplemental clauses to ensure compliance with federal regulations and security requirements. Key clauses govern ethical conduct, whistleblower protections, safeguarding controlled unclassified information (CUI), and contractor responsibilities regarding subcontractor oversight and organizational conflicts of interest. Special contract requirements mandate security clearances for contractor personnel, mandatory security and CUI protection training, and restrictions on the use of artificial intelligence without express authorization. Invoicing is processed electronically via the FEMA Finance Center using standard government forms, and the contract includes provisions for contract administration, inspection, acceptance, and performance monitoring including a Quality Assurance Surveillance Plan. The funding of performance beyond November 30, 2026, is contingent on availability of appropriated funds. Overall, the contract reflects a focused federal procurement to maintain mission readiness and safety for the HC-144 aircraft fleet through the acquisition of specialized landing gear tires from a qualified and authorized distributor under rigorous compliance and performance oversight.
