Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E132, Bethesda, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Metabolic Epidemiology Branch (MEB) plans to procure on a sole source basis supplies needed to conduct an assessment of microRNAs using the NanoString nCounter Human v2 microRNA Expression Assay on 349 esophageal FFPE RNA samples from Nanostring Technologies 530 Fairview Avenue North suite 2000 Seattle, WA 98109. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1 (b)(1), using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 423450 and the business size standard is 200 employees. Only one award will be made as a result of this solicitation. This will be awarded as a severable firm fixed price type contract. It has been determined that there is no opportunity to acquire green products or services under this contract. The MEB has a requirement for supplies needed to conduct an assessment of microRNAs using the NanoString nCounter Human v2 microRNA Expression Assay on 349 esophageal FFPE RNA samples. The NanoString nCounter Human v2 microRNA Expression Assay provides for digital quantitation of up to 800 human microRNAs per sample. MicroRNAs are small (18-22nts) non-protein coding RNAs that regulate gene expression post-transcriptionally. Each microRNA has the potential to regulate a diverse array of gene transcripts and, as such, microRNAs are considered to have central roles in endogenous processes including metabolism, inflammation, and carcinogenesis. Accumulating evidence indicates that microRNA profiles are grossly altered in cancer, with varied effects including tumor suppression and oncogenesis. The goal of this research is to understand microRNA expression patterns in tumor tissue and how these differ from signatures in those with the precursor metaplasia Barrett's esophagus. The MEB purchase Nanostring reagents to use on a Government owned Nanostring platform. The NanoString nCounter Human v2 microRNA Expression Assay offers unrivalled accuracy and breadth in quantitation of microRNAs from FFPE tissue. There are no other known resources to quantitate up to 800 human microRNAs per sample using only two x 10um scrolls from an esophageal biopsy FFPE block. This is not a solicitation for competitive quotations. However, if any interested parties, especially small businesses, believe they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. A copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on August 13, 2018. All questions must be in writing and can be faxed +1 (555) 000-0000 or emailed to Ronette Collins, Contract Specialist at contact@example.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification on Sam.gov, www.sam.gov. No collect calls will be accepted. Please reference solicitation number N02CP82615-73 all correspondence.
