The Naval Air Systems Command plans to award sole source contracts to Lockheed Martin Systems Integration (LMSI) for the retrofit and forward fit of MH-60 aircraft with an upgraded common cockpit system known as the Operator System Interface (OSI). This effort involves retrofitting approximately 319 MH-60 aircraft and their associated trainers, as well as forward fitting about 33 MH-60 Romeo aircraft. The retrofit will be conducted under a Basic Ordering Agreement with a base period plus four option years, while the forward fit falls under the existing Common Cockpit Multi Year (CCMY) contract. Due to the specialized nature of this upgrade and the unique capabilities of LMSI, the procurement will proceed under a sole source justification in accordance with federal acquisition regulations. The contract is related to the procurement of OSI kits and is set within the NAICS code 336413, which covers aerospace product and parts manufacturing. Performance of the work will mainly occur in Owego, New York, where LMSI is based. Key contacts for this procurement include Jennifer L Roberts as Contract Specialist and Chris Lyons as Contracting Officer for the Naval Air Systems Command, located in Patuxent River, Maryland.
