Procurement of Quadruped Manipulator Robot

The Department of Commerce, NIST, is soliciting a single new quadruped manipulator robot along with a compatible software or API for direct control, under solicitation number 1333ND26QNB730280, with a total small business set-aside as defined by FAR 19.5. The procurement is for delivery to NIST’s facility in Gaithersburg, Maryland, with all items required to be new, not used, remanufactured, experimental, prototype, or custom, and must be shipped in original manufacturer packaging with all accompanying documentation and software. The robot must meet strict technical specifications including a minimum height reach of 1800 mm, 90 minutes of continuous operation on a single battery, and tethered power capability for seamless battery swapping. It must integrate at least one vision sensor, one lidar sensor, and one central IMU sensor, with internal communication rates of at least 1000 Hz and a controller rate of 100 Hz. The system must be delivered and fully operational within two months of purchase, with software available for direct download to the operating computer. Payment is strictly in arrears under Net 30-day terms, with 100% of the invoice due only after installation, successful validation testing, and formal acceptance by the Technical Point of Contact. The contractor must conduct an on-site training session covering system functions, maintenance, data administration, and troubleshooting. NIST reserves the right to perform up to 30 days of validation testing in the operational environment and may reject nonconforming items at any time prior to acceptance, with the contractor liable for repairs or replacements at no cost to the government. Latent defects post-acceptance incur liability prorated over the equipment’s useful life. A minimum one-year warranty is mandated in accordance with FAR 52.212-4, which is used with deviation. Offerors must have active SAM registration with a valid UEI, provide their CAGE code and TIN, and certify compliance with FAR representations including small business status, anti-trafficking policy, and responsibility matters. The contractor must comply with NIST’s restricted campus security protocols and maintain a trafficking in persons compliance plan, including employee awareness programs and reporting mechanisms. FOB Destination terms apply, making the contractor responsible for safe delivery to the specified location. All proposals must include proposed payment schedules and affirm that SAM representations are current and accurate at the time of submission.
