On 31 July 2018 the Naval Air Systems Command (NAVAIR), Patuxent River, MD, synopsized a sole source requirement with Insitu Inc. of 118 East Columbia River Way, Bingen, WA, for the procurement of ScanEagle spares, conversion kits, and data required to support previously procured ScanEagle UAS for the Government of Colombia. On 11 December 2018, Contract N00019-19-F-2018 was awarded to Insitu, Inc. totaling $114,802.83. This acquisition was pursued under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
