The purpose of this Request for Proposal (“RFP”) is for CMHA PD to seek services of a Procurement Subject Matter Expert (SME) (the “Consultant”) on a retainer agreement to provide guidance, support, and recommendations to CMHA PD as needs arise. In order to continue to facilitate successful procurements, CMHA PD seeks to engage the services of a Procurement SME on a retainer agreement to provide practical guidance, strategic recommendations, support in preparing procurement RF documents, posting, evaluations, consensus and execution.
