The Canadian Mental Health Association Peel Dufferin (CMHA PD) is seeking a Procurement Subject Matter Expert (SME) under a non-exclusive retainer agreement to provide strategic guidance and end-to-end management of high-value sourcing initiatives. The consultant will be responsible for RFx development, bid evaluation, contract management, and ensuring strict compliance with Ontario's legislative frameworks. The contract consists of an initial one-year term with the option to renew for four additional one-year increments. Proposals must be submitted electronically via the bids&tenders portal by October 6, 2026, and must include mandatory forms for the offer, references, requirements, rated criteria, and pricing. The award will be granted to the highest-ranking proponent based on a four-stage evaluation process involving mandatory requirements, scored criteria for skills and approach, potential interviews, and pricing. Successful bidders must maintain Commercial General Liability and Cyber Insurance of at least 2 million dollars each, as well as provide WSIB clearance certificates. Invoicing is handled via email with NET 30 payment terms. The agreement is governed by the laws of the Province of Ontario, and all bids remain irrevocable for 90 days following the closing date.
