AI Contract Overview
This solicitation, numbered 70Z03826QB0000143, is a combined synopsis and request for quotation for the procurement of compression rivets for use on the MH-65 helicopter, issued under FAR subpart 12.6 as a commercial item acquisition. The requirement is unrestricted, allowing all responsible sources to submit quotations, with the North American Industry Classification System code 336413 and a small business size standard of 1,250 employees. The sole deliverable is newly manufactured compression rivets with the exact part number 956071 and NSN 5320-01-320-6241, sourced exclusively from the Original Equipment Manufacturer Safran Aerosystems (CAGE F6101) or an OEM-approved source. Traceability to the OEM is mandatory, requiring documented, auditable proof of ownership from manufacturing through delivery, along with a Certificate of Conformance signed by an authorized official that includes nomenclature, part number, and date of manufacture. No drawings, specifications, or schematics are available from the government, and only airworthy commercial or military specifications are acceptable under FAA Part 21 certification standards. The Government may exercise a unilateral option to increase the quantity from 3,000 to a maximum of 6,000 units at the same unit price within one year of award. Quotations must be submitted via email by June 12, 2026, at 9:00 a.m. EDT to Alex-Marie.B.Midgett@uscg.mil, including the solicitation number in the subject line, with no phone quotes accepted. Offers must include a completed Excel sheet from the attached Requirements document with unit prices, and all pricing must remain firm for 60 days after the deadline. Evaluation will follow a lowest priced technically acceptable (LPTA) model, where only the lowest priced offer that meets the strict technical requirement of OEM traceability and certification is considered for award; failure to satisfy the technical gate invalidates the quotation regardless of price. Packaging must comply with strict guidelines: items must be individually packed in sealed containers, marked internally and externally with NSN, part number, serial number, quantity, nomenclature, and delivery order details, and must avoid prohibited materials such as Styrofoam or popcorn. Acceptance occurs at destination with government personnel performing a count and condition check, and serial
