This requirement is for the production and delivery of eight (8) baseline UH-1H (Huey II) Helicopters, aircraft spare parts, special tools, and operator and maintainer training for a Foreign Military Sales (FMS) customer. The proposed contractual action will be a Firm Fixed Price contract. This acquisition will be made under the statutory authority permitting other than full and open competition of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(A) and (B), "Only one responsible source and no other suppliers or services will satisfy agency requirements.". The proposed vendor is Bell Helicopter Textron Inc. (BHTI), 600 East Hurst Blvd, Hurst, TX 76053-8030, CAGE Code 97499, a Large Business as they are the Original Equipment Manufacturer (OEM), the sole holder of the trademark registered Huey II aircraft and therefore, the only contractor that has the capability to provide the Huey II aircraft as specified by the FMS customer. Therefore, this item is restricted to Bell Helicopters, Inc. CAGE Code 97499.
