The Department of Homeland Security, through Hq Contract Operations, issued award notice HSCG23-12-I-MSP001 for the Mission System Pallet (MSP) supporting the HC-144A MPA. This palletized system provides critical mission data and video processing, sensor management, and communications capabilities using both classified and unclassified networks. The hardware consists of rugged non-developmental computer equipment, flat panel displays, and avionics mounted on a 62-inch by 108-inch cargo pallet designed for roll-on and roll-off integration with the aircraft cargo handling system. This contract was awarded under the statutory authority of Title 10 USC 2304(c)(1) and FAR 6.302-1, which allows for competition to be bypassed when only one responsible source can satisfy agency requirements. The justification for this sole-source procurement is based on the need for continued production of highly specialized equipment, as awarding the contract to another source would likely result in unacceptable delays or substantial duplication of costs to the government.

Full Description

The MSP is a palletized system that provides mission data processing, video processing and display, sensor management and control, and communications capabilities for the HC-144A MPA. The MSP utilizes both classified and unclassified Local Area Networks. The MSP is constructed of rugged non-developmental computer equipment, flat panel displays, communications, avionics, and sensor equipment. It consists of two workstations separated by a center console and an equipment enclosure. The equipment is mounted on a 62-inch by 108-inch cargo pallet for the roll-on / roll-off capabilities and it interfaces mechanically with the aircraft's cargo handling system. The statutory authority permitting other than full and open competition is Title 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". As implemented by FAR Subsection 6.302-1(a)(2)(ii)(A)(B), "Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the agency's requirements."

Solicitation # USCG-RB-S-III-2026
The United States Coast Guard is seeking a contractor to design, build, test, and deliver the Response Boat, Small Third Generation (RB-S III) to replace the aging 29-foot RB-S II fleet. This small business set-aside acquisition involves the procurement of up to 400 boats for the USCG and 100 modified variants for other federal agencies. The contractor will be responsible for providing the vessels, trailers, full logistics and supply support, technical documentation, and configuration management. The RB-S III is intended for diverse missions, including search and rescue, migrant interdiction, and law enforcement. The government intends to award up to four Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with a ten-year ordering period, consisting of a five-year base and a five-year option. The acquisition follows a two-phase methodology: Phase I involves the award of the IDIQ contracts based on technical and conceptual designs, and Phase II requires each awardee to build a demonstration vessel for an in-water evaluation. Ultimately, one contractor will be selected for the remaining production orders. The contracts will utilize Firm-Fixed-Price and Fixed-Price with Economic Price Adjustment line items. Solicitation is expected by the end of Fiscal Year 2026, with awards anticipated in the second quarter of Fiscal Year 2027.
