Purpose & Disclaimer:


This Request for Information (RFI)/Sources Sought (SS) is for planning and market research purposes only and shall not be considered as an Invitation for Bids (IFB), Request for Quotations (RFQ), or Request for Proposals (RFP). Additionally, there is no obligation on the part of the U.S. Government (USG) to acquire any products or services described in this RFI/SS. Your response to this notice is strictly voluntary and will be treated only as information for the USG to consider.


You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI/SS, and the USG will not pay for the information submitted. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort.


The information provided may be used by the Army in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted, or competition-sensitive information contained in their response. If a solicitation is released for the supplies or services described herein, it will be synopsized on the government-wide point of entry (SAM.gov). The response date for this RFI/SS is 25 September 2026.


Background:


The US Army, Search Track Acquire Radiate Eliminate (STARE) Project Office is conducting market research for Production and Engineering Services of the Lower Tier Air Missile Defense Sensor (LTAMDS). All production and engineering services must strictly conform to the U.S. Government (USG) performance specification (P-Spec), MIS-PRF-59464, and the Raytheon Prime Item Performance (PIP) specification, MIS-PRF-62863, Rev B. Effort would include all associated hardware, software, firmware, and engineering services inherent to production (e.g. inspection, systems integration, logistics support, depot maintenance, spares package development, program management, configuration management, software development, product assurance, verification of system performance, hazardous material management, obsolescence management, safety, testing and evaluation, coordination for and implementation of future training exercises etc.), interim contractor support (ICS), system integration and check out support (SICO), new equipment training (NET), and technical documentation. 


The USG has a requirement for follow-on production of LTAMDS following successful completion of the LTAMDS 6-lot Urgent Material Release (UMR) Prototype Development Project. This effort was previously competitively awarded on 16 October 2019 to Raytheon Company through an Other Transaction Agreement (OTA), W15QKN-20-9-1002, pursuant to the authority of 10 U.S.C. § 4022 (formerly 10 U.S.C.§ 2371b(a)).


Other related awards include:


•    Pre-Planned Product Improvement (P3I): A 2-lot agreement awarded on 24 May 2022 to Raytheon Company through an OTA, AMTC-21-02-008, pursuant to 10 U.S.C. § 4022.


Low-Rate Initial Production (LRIP): A four-option-year, Federal Acquisition Regulation (FAR)-based Undefinitized Contract Action awarded on 31 July 2024 to Raytheon Company through Army Contracting Command (Contract #: W31P4Q-24-C-0024), pursuant to the authority of 10 U.S.C. § 3204(a)(1) (formerly 10 U.S.C. § 2304(a)(7)), as implemented in FAR 6.302-1. The LRIP contract has an anticipated production quantity of up to 48 radars.


Scope of Planned Procurement:


This follow-on LTAMDS requirement is anticipated to be awarded as a seven (7) year Multiyear Procurement (MYP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract. This effort will cover a production ceiling of  twenty (20) LTAMDS radars annually. The award will also include annual task orders for engineering services, alongside yearly orders for SICO, ICS, and NET support.


First Article Inspection (FAI), Environmental Stress Screening (ESS), Product Acceptance, Functional Configuration Audit (FCA), Physical Configuration Audit (PCA), and Highly Accelerated Life Testing (HALT) may be required for baseline revisions and/or updates. Initial delivery of the LTAMDS radars is required no later than 33 months after contract award.


This procurement will include access to classified information. The successful contractor must be a U.S. corporation with a secure manufacturing facility approved to the SECRET level by the Defense Counterintelligence and Security Agency (DCSA) (formerly DSS). Additionally, the Defense Contract Management Agency (DCMA) may conduct a pre-award survey of the contractor’s facility to evaluate technical capability, financial viability, and quality assurance processes to minimize LTAMDS program execution risks.


Technical Data Package (TDP) Constraints


A formal Technical Data Package (TDP) was submitted to the USG on 31 July 2026. The USG is currently executing an exhaustive technical validation and quality assurance assessment against all applicable American Society of Mechanical Engineers (ASME) digital product definition and drafting standards (including model-based definition and data schema protocols), alongside establishing downstream 3D model generation and repository architectures. Due to the duration required to complete this verification and standardization process, the USG will not release technical data packages, native 3D models, or detailed specifications in support of this RFI/SS.


Acquisition Strategy & Authority


The Government will consider all capability statements received. To be deemed a viable source, interested firms must demonstrate their capability to fulfill the requirements without causing substantial duplication of cost to the Government that is not expected to be recovered through competition, and without causing unacceptable delays in fulfilling the agency's urgent air defense requirements.

Required Submission Information


Interested firms that believe they have the capability, experience, and legal access to data necessary to fulfill the requirements detailed above are invited to submit a statement of capability. Submissions must include the following information:


1.    Company name, physical address, overnight delivery address (if different from mailing address), CAGE Code and Unique Entity Identifier (UEI), Primary point of contact (POC) name, title, email address, and telephone number.


2.    Business size status under the NAICS code associated with radar manufacturing (i.e. Large, Small Disadvantaged, Veteran Owned, Woman Owned, etc.)


3.    Affirmation that the company is a U.S. corporation and verification of active facility clearance at the SECRET level, and confirmation of cleared personnel capable of starting work immediately upon award.


4.    A description of your firm's manufacturing expertise, capacity, and facility infrastructure to meet the required LTAMDS production throughput (up to 20 radars annually)


5.    Detailed explanation of how your firm would execute First Article Inspection (FAI), ESS, FCA, PCA, and HALT along with an estimated schedule and cost associated with completing these activities prior to commencing deliveries.


6.    Assuming the Government will not provide a TDP, provide a detailed estimate of the schedule and cost (via a rough order of magnitude (ROM) estimate) required to reverse-engineer or independently develop and qualify a compatible alternative radar system.


7.    Explain how your proposed schedule—including necessary timelines for reverse engineering, prototype development, system integration, qualification, and testing—can realistically meet the Government’s required initial delivery window of no later than 36 months after contract award.


8.    Explain how your strategy prevents substantial duplication of non-recurring engineering (NRE) costs to the Government.


9.    Evidence of the company's performance history and experience meeting strict contractual due dates on programs of similar scope, technical complexity, and scale.

All responses must be UNCLASSIFIED.


All questions must be submitted to the Contract Specialist and Contracting Officer identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
Potential sources are responsible for adequately marking proprietary, restricted, or competition-sensitive information. All such information must be clearly identified and marked at the paragraph level.


All assumptions, including any assumed USG support, shall be clearly identified.


Responses must be submitted in electronic format (compatible with MS Word or PDF) and must not exceed 15 pages total (including tables, charts, and appendices).
Telephone inquiries will not be accepted or acknowledged. The Government will not provide direct feedback or individual evaluations to respondents regarding their submissions. The Government reserves the right to contact respondents for clarification or additional information as necessary.
