The Naval Air Systems Command intends to award a Firm Fixed Price contract to The Boeing Company for the procurement of Harpoon Weapon System Production Lot 88. This acquisition supports the United States Navy and various Foreign Military Sales customers. Due to Boeing's unique position as the sole designer, developer, and manufacturer of the system, the contract is being pursued on a sole source basis under statutory authority 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as no other source can satisfy the agency's requirements. The procurement is managed by the Department of Defense with performance taking place in Saint Louis, Missouri. While the primary award is directed to Boeing, subcontracting opportunities may be available through the company. To be eligible for the award, the contractor must be registered in the Department of Defense Central Contractor Registration database. Per approved Class Justification and Authorization 11_20221, the Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a Firm Fixed Price contract to The Boeing Company. This contract provides for the Harpoon Weapon System Production Lot 88 procurement supporting the United States Navy and multiple Foreign Military Sales (FMS) customers. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Boeing alone has the experience, special skills, proprietary technical documentation, software/algorithms, facilities and manufacturing techniques required to produce, assemble and integrate this equipment and furnish the supplies and services within the required timeframe. Accordingly, Boeing is the only known qualified, responsible source that can fulfill the requirements specified herein. Subcontracting opportunities may be available and should be sought with Boeing at the following address: The Boeing Company, P.O. Box 516, St. Louis, MO 63166-0516.
