Professional arborist services

The National Park Service is seeking a Firm-Fixed-Price contract award for professional arborist services at Saint-Gaudens National Historical Park in Cornish, New Hampshire, with performance scheduled between July 1, 2026, and December 4, 2026, to be completed within six months of award. This acquisition is a total small business set-aside under NAICS code 561730, exclusively reserved for small businesses, including HUBZone small businesses, and is governed by FAR 52.212-4 with a deviation effective August 2025. The contract requires the contractor to perform comprehensive tree maintenance including pruning, dead wood removal, and felling in accordance with ANSI Z133 and ANSI A300 standards, while adhering to OSHA regulations for work near power lines and professional codes of conduct from the International Society of Arboriculture and the Tree Care Industry Association. Pruning must not exceed 25% of live foliage, and all debris must be removed daily with disturbed areas restored using topsoil and tall fescue seed. The contractor must submit a detailed work schedule within seven days of the Notice to Proceed and maintain an ISA Certified Arborist on-site to inspect all work, with final acceptance contingent upon compliance and a two-year warranty on all planted trees. The award will be made to the lowest-priced technically acceptable offeror, with technical capability and past performance serving as mandatory pass/fail gates requiring at least five years of similar experience, current ISA certification, equipment capability, understanding of project requirements, and three relevant project references. Invoices must be submitted via the Invoice Processing Platform (IPP), on company letterhead, and include the contract number, and contractors must register in SAM with an active UEI and CAGE code, maintain accurate taxpayer and business information, and comply with labor standards, safety regulations, anti-trafficking requirements, and personal identity verification protocols. All proposals must be submitted electronically by June 25, 2026, at 10:00 AM Eastern Time to Edward Yongo at edward_yongo@ios.doi.gov, and must include the solicitation number, UEI, entity details, and affirmation of agreement with all solicitation terms, with pricing locked for 60 days after submission.
