This solicitation seeks professional architectural consulting services to ensure compliance with Florida’s Consultants' Competitive Negotiation Act (CCNA), specifically Section 287.055 of the Florida Statutes. The procurement is conducted by Pinellas County’s Construction & Property Management office, based in Clearwater, FL, under solicitation number 26-0492-RFQ-CCNAC, posted in April 2026 with a response deadline in May 2026. The contract covers a comprehensive range of professional services, including engineering design, preparation of design calculations and surveys, public engagement, utility coordination, permitting assistance, cost estimating, and ongoing project management throughout the project lifecycle. The contract’s scope emphasizes quality, staffing qualifications, minority and small business participation, past performance, and ability to meet schedules and budgets, consistent with CCNA guidelines for selecting architects and engineers. Evaluation of proposals is based on a 1,000-point scale weighted heavily toward the firm’s qualifications, personnel capabilities, technical approach, and past experience (80% total), with additional points assigned for Pinellas County Small Business Enterprise (SBE) status, prior contract volume, and Florida minority business certification. Award is made on a trade-off basis to the most qualified firm, with price excluded from evaluation. Proposals must comply with specific submission requirements, including electronic PDF submission via the OpenGov portal, adherence to a prescribed format (SF-330), and mandatory documentation such as SBE certification forms, E-Verify affidavits, and truth-in-negotiations certifications. Administrative details include invoice submission via email, adherence to Florida statutory recordkeeping and financial reporting requirements, and strict contractual clauses addressing independent contractor status, contingent fee prohibitions, and compliance with immigration laws. While no FAR clauses or federal-specific terms apply, the contract incorporates local governance policies and mandates adherence to Pinellas County ordinances and purchasing policies. The contract duration is contingent upon task orders post-Notice to Proceed, with performance primarily located within Pinellas County and surrounding regions.

The purpose of this competitive process is to ensure Pinellas County compliance with Section 287.055 Florida Statutes known as the "Consultants' Competitive Negotiation Act" (CCNA). The CCNA establishes contracting procedures by which counties must select architects, professional engineers, landscape architects, and surveyors and mappers ("Professional Firms") for architectural, engineering, landscaping and mapping services ("Professional Services"). The CCNA process allows for professional firms to be chosen on quality of personnel, minority business enterprise consideration, past performance, willingness to meet time and budget requirements, location, workload, and volume of work previously awarded to each Professional Firm by the County.
