The U.S. Marine Corps Installations – National Capital Region is seeking professional art framing services for the National Museum of the Marine Corps under a total small business set-aside solicitation with NAICS code 561990, requiring all offerors to be certified as small businesses under SBA standards. The contract is a firm-fixed price, all-or-none award with a five-year ordering period running from August 1, 2026, through July 31, 2031, and encompasses comprehensive fine art framing activities including the use of acid-free mat board, museum-grade UV-coated Plexiglas, custom mounting on stretcher bars, and installation of proper hanging hardware, all in compliance with Professional Picture Framers of America and museum standards. Framing must occur at the contractor’s facility, with pickup and delivery of artwork conducted in climate-controlled vehicles between the Museum Support Facility in Dumfries, Virginia, and the main museum in Triangle, Virginia. Technical compliance is mandatory and requires detailed demonstration of capability beyond simple affirmation or copies of the Performance Work Statement, including specific pricing tables and proposed pricing for Draft Task Order 1, both of which are required for consideration. Submissions must be electronic and delivered via email to two designated points of contact by the deadline of June 29, 2026, at 11:00 a.m. Eastern Time, with no late submissions accepted. The award will be based on price as the primary factor, but only after passing a strict technical conformance gate that ensures adherence to all performance, material, and operational standards outlined in the solicitation. Contractors must comply with numerous FAR clauses including System for Award Management registration and maintenance, personal identity verification, child labor prohibitions, combating trafficking in persons, sustainable products, cybersecurity safeguarding, and DEI discrimination prohibitions, all under deviations specified by the government. Invoicing must be processed through the Wide Area WorkFlow system using designated DoDAAC codes, and all packaging and marking must conform to MIL-STD-129 and MIL-STD-130 with machine-readable unique item identifiers. The estimated contract value ranges from $100 to $300,000, and the government reserves the right to make no award if no quotation meets the requirements.
