Professional Construction Management/General Contracting Services for the Volusia County Branch Jail Air Handler and Fire Alarm Project

Volusia County is seeking a Florida Certified General Contractor to provide professional construction management and general contracting services for a critical life-safety and HVAC renewal at the Volusia County Branch Jail. The project is structured as a CM/GC delivery in two phases: a fixed-fee preconstruction phase and a construction phase under a Guaranteed Maximum Price. The scope involves replacing end-of-life air handling units, mechanical-room ductwork, coils, and outside-air louvers, as well as installing new smoke exhaust fans to enable individual pod isolation and purging. The fire alarm system must be upgraded to meet current NFPA 72, NFPA 101, and Florida Fire Prevention Code requirements, with fire/smoke dampers replaced using UL 555/555S rated units. Because the jail is a 24/7 occupied facility, the contractor must implement rigorous logistics planning, including temporary chilled-water cooling during AHU changeouts, a fire watch plan for impaired systems, and strict adherence to security protocols regarding background checks and inmate movement. Technical requirements include ARI 430 factory testing for air-handling units and compliance with NFPA 70 and OSHA standards. The contract mandates a minimum 10 percent goal for Disadvantaged and Women Business Enterprises participation and requires 100 percent performance and payment bonds based on the GMP.
