The City of Canton is seeking proposals to establish an on-call emergency task order contract for qualified construction contractors to provide repair services for water distribution, sanitary sewer, and stormwater drainage systems. The city intends to select a short list of two to three contractors for a term of up to five years. The scope of work includes water main break repairs, sewer line failures, stormwater structure repairs, hydrant and valve replacements, and support services such as dewatering, traffic control, and bypass pumping. Selected contractors must be available 24 hours a day, 7 days a week, 365 days a year, and must be capable of mobilizing and arriving on-site within four hours of initial notification. All work must strictly comply with Georgia Department of Natural Resources, Environmental Protection Division, and Environmental Protection Agency regulations, as well as City of Canton ordinances and all applicable local, state, and federal laws. Contractors are required to maintain general liability, professional liability, workers compensation, and commercial auto insurance, with a combined single limit of at least 1,000,000 dollars and the City of Canton listed as an additional insured. Labor and equipment rates must remain firm for two years, and contractor-supplied materials are subject to a maximum 10 percent markup. Proposals are due by December 11, 2026, at 10:00 AM and must be submitted as one original hard copy and one electronic PDF on a flash drive to the RFP Review Committee. Submissions must include company qualifications, personnel and staffing details, insurance documentation, a proposed work plan, an equipment list, a completed fee proposal sheet, and required certifications regarding conflict of interest, E-Verify, and tax status. Awards will be based on the greatest overall benefit to the City rather than cost alone, and the City reserves the right to conduct interviews and negotiate final pricing and scope with the highest-evaluated firms.
