Professional Engineering & Construction Management Services for Various Water and Wastewater Capital Improvement Projects

The City of Missouri City, Texas, is soliciting sealed statements of qualifications from professional architectural and engineering firms to provide on-call professional engineering and construction management services for various water and wastewater capital improvement projects. The scope of work includes developing engineering reports and plans, specifications, and estimates for water transmission lines, storage tanks, wastewater facilities, and civil infrastructure. This as-needed contract extends through September 30, 2028, with the city reserving the right to award contracts to one or multiple qualified firms. Proposals are evaluated using a trade-off methodology based on weighted criteria, with project methodology carrying the most weight at 25 percent, followed by personnel qualifications and team experience at 20 percent each, general experience at 15 percent, and the location of project staff and general qualifications at 10 percent each. Submissions must be delivered physically in a sealed package containing one original three-hole punch binder and one flash drive with a single consolidated PDF. The deadline for sealed responses is 3 P.M. CDT on September 13, 2024. Selected contractors must maintain comprehensive insurance coverages, including professional liability and excess umbrella liability of at least 2 million dollars. Payments are made on a net 30-day basis via electronic invoicing. As a local government solicitation, the contract is subject to annual appropriation and requires compliance with Texas Government Code, including HUB certifications and local preference applications where applicable.
