Professional Land Surveying And Map Checking Services

The City of Modesto is seeking to establish a multi-year, on-call agreement with up to three qualified professional consultants to provide land surveying and map checking services for capital improvement and land development projects across the city. The scope of work includes a wide range of surveying activities such as GPS control surveys, boundary and right-of-way determinations, preparation of Records of Survey and Parcel Maps, legal descriptions, topographic and base mapping, construction staking, aerial and LiDAR mapping, monument preservation, and compliance reviews under the Subdivision Map Act and local ordinances. All technical deliverables, particularly CAD files, must be produced in AutoCAD Civil 3D 2018 or a newer version, and services must align with professional land surveying standards and Caltrans certification requirements where applicable. The contract is structured as an indefinite-delivery, indefinite-quantity (IDIQ)-type arrangement allowing the City to issue task assignments as needed over the agreement period without predetermined quantities or fixed pricing. Proposals must be submitted electronically through the City’s OpenGov Procurement Portal by 11:00 a.m. on August 28, 2026, and are evaluated based on a best-value approach prioritizing technical qualifications over cost. The evaluation places the greatest weight on experience (40%), followed by general factors such as firm size, location, community awareness, and reputation (35%), and analysis of problem-solving approach, management capability, and work quality (25%). Offerors must submit a single technical proposal not exceeding 20 pages, with an additional page for supporting qualifications, and a separate cost proposal without any pricing information included in the technical submission. Key requirements include maintaining $1 million in commercial general liability and automobile liability insurance, $2 million in professional liability coverage, and workers’ compensation as required by California law, with the City named as an additional insured on primary policies. Consultants must not have conflicts of interest under state political reform laws, must obtain necessary permits independently, and may not subcontract or assign work without prior written approval. All work is performed in Modesto, California, with final acceptance vested in city officials, and invoices must be submitted monthly with detailed task descriptions, personnel hours, billable rates per Exhibit B, and receipts for reimbursable expenses.
