Professional Services for Existing Building Commissioning (EBCx)

Natural Resources Canada is seeking proposals through this Request for Supply Arrangement to secure professional services for existing building commissioning (EBCx) of federal facilities. This initiative supports the Greening Government Strategy and the Federal Sustainable Development Strategy by aiming to reduce greenhouse gas emissions from energy consumption in federal buildings. The scope of work includes EBCx portfolio pre-screening to prioritize candidate buildings, recommissioning (RCx) to optimize equipment and system performance, and ongoing commissioning (OCx) to sustain building performance. Services must comply with CSA Z5001:20 standards and NRCan guidelines. Suppliers can indicate a preference for one to six different regions for the performance of these services. This solicitation, which supersedes all previous versions of this RFSA, establishes a two-phase procurement process where successful bidders become pre-qualified suppliers for future contract awards via Requests for Proposal. The supply arrangement is valid until March 31, 2027, with an option for one additional twelve-month period. Evaluation is based on mandatory criteria, including the requirement for a permanent staff member to serve as the lead EBCx agent, and point-rated technical criteria focusing on the agent's project experience and the quality of past findings logs. Financial proposals must include hourly ceiling rates for various professional roles, such as Project Managers, Engineers, and Technologists, which are subject to a 1.5% annual upward adjustment. While the arrangement itself has no specific security requirements, individual service contracts may be subject to security clearances. Typical individual contract values resulting from this arrangement are estimated to range between $50,000 and $110,000.
