Professional Staff Development, Consultant Services, and Materials (Extended)

Garland Independent School District is soliciting proposals for professional staff development, consultant services, and materials under RFP 310-26-02. The scope of work focuses on three primary areas: PreK-5 mathematics staff development, 6-12 mathematics instructional materials and consultant services, and consultant services for secondary college and career courses. The estimated annual contract value is 300,000 dollars, with an initial term from June 23, 2026, through June 23, 2027, and the possibility of four annual renewals. Awards may be granted to multiple vendors on an incremental basis based on the best value, with evaluation factors including purchase price, vendor reputation, quality of services, and the vendor's ability to meet district needs. Proposals must be submitted by 10:30 A.M. CDT on April 15, 2027, via Oracle iSourcing or as a signed hardcopy original. Vendors must comply with strict administrative requirements, including being a subscriber to the Texas Workers Compensation Act and maintaining specific comprehensive general and automobile liability insurance. Because federal funds are utilized, the contract adheres to CFR Part 200 procurement standards. Additionally, contractors must perform background checks through the Fingerprint-based Applicant Clearinghouse of Texas for all employees working on district premises. Payment is issued via check or ACH within 30 days of receiving a proper invoice and the goods or services.
