Program Depot Management (PDM)

The contract pertains to the Program Depot Maintenance (PDM) of six Royal Saudi Air Force F-15SA fighter jets, requiring comprehensive depot-level inspections, maintenance, and restoration to original configuration in accordance with the F-15SA PDM Work Specification. The contractor will perform nondestructive inspections on and off the aircraft, reinstall approved components, install and maintain Government Furnished Property including calibration and serviceability records, and ensure full compliance with U.S. Air Force Technical Orders, Country Specific Technical Orders, and international standards such as ASTM E1444, SAE-AMS-2647A, and NAS 410. Work will be conducted primarily at a contractor facility in Saudi Arabia, with pre-induction inspections occurring at RSAF operating bases and final acceptance occurring after successful Functional Check Flights. The performance schedule requires completion of 15 aircraft within nine months from the induction of the first aircraft, with a flow rate of 117 Flow-Days per aircraft. Quality standards are strict, mandating zero Category I Major findings, no more than one Category II Major finding, and no more than five Category I Minor findings in post-maintenance inspections, with monthly quality performance exceeding 97.5%. Quality management system compliance is required at 100%, and Corrective Action Requests are financially weighted as performance penalties. All work must adhere to preservation standards referenced in MIL-C-11796C, MIL-PRF-81733D, and MIL-C-6529C, with all removed parts tracked and documented via metal tags bearing part identification and aircraft serial number. Contractor personnel must hold both U.S. Secret and Saudi Secret security clearances, with access to classified data and facilities governed by DD Form 254 and RSAF Security Regulations; all classified material must be stored in approved GSA vault-type containers. Access to U.S. government information systems requires at least a NACI background check. The contractor is responsible for all customs duties, VAT, and logistics to deliver aircraft to and from RSAF home stations.
