The current posting is for gathering industry feedback on draft CSO documents, not a formal solicitation, and explicitly states that this Request for Information (RFI) does not commit the government to procure any goods or services nor guarantee a subsequent solicitation. No proposals or company pitches will be accepted at this stage, and participation is entirely voluntary and at the expense of the responding party. Key deadlines include the first response deadline for Areas of Interest 1a and 1b on July 14, 2025, and the closing of the CSO posting on June 23, 2026. Industry feedback on the draft CSO is requested by June 27, 2025. A live Q&A session for industry partners was scheduled via Microsoft Teams on June 26, 2025, with all follow-up questions required to be submitted in writing to designated points of contact. Technical and proprietary information may be submitted with appropriate markings, and companies must clearly indicate whether identified support contractors (Boston Consulting Group, Andrew Morgan Consulting, Deloitte) are permitted access to proprietary data. All information provided will be used for planning and refinement of the CSO, with a series of attachments and updates made available for review. Department of War Pharmacy Uniform Formulary Blanket Purchase Agreement / Uniform Formulary Additional Discount Program
Solicitation # HT9402-26-Q-9404
The Defense Health Agency, acting for the Department of War, is soliciting quotes under solicitation HT9402-26-Q-9404 to establish Uniform Formulary Blanket Purchase Agreements and Uniform Formulary Additional Discount Program agreements. This procurement is mandated by 10 U.S.C. 1074g to create an integrated pharmacy benefits program for the Military Health System, covering Military Treatment Facilities, the TRICARE Mail Order Pharmacy, and the Basic Core Formulary. The Pharmacy and Therapeutics Committee will evaluate pharmaceutical agents based on relative clinical effectiveness and cost effectiveness to determine their placement on the Uniform Formulary. Specifically, the November 2026 review includes twelve newly approved drugs across various classes, including oncological agents, antifungals, and insulins. Interested manufacturers must submit quotes by October 26, 2026, and provide detailed clinical data regarding the advantages and therapeutic placement of their drugs. Key requirements include maintaining active SAM.gov registration, ensuring Trade Agreements Act compliance via FAR 52.225-6, and agreeing to utilize the Department of War Prime Vendor Program for distribution. The agreement also requires opening limited distribution channels to Accred for mail order services. Award decisions are based on the combined evaluation of clinical and cost effectiveness, with the TRICARE retail network utilization accrual beginning upon the Contracting Officer's signature. The contract allows for termination by either party with 120 days written notice.

DHA Enterprise-Wide Commercial Solutions Opening (CSO)
Solicitation # HT003826SC005
The Defense Health Agency (DHA) has established the Enterprise-Wide Commercial Solutions Opening (CSO), solicitation number HT003826SC005, to identify and acquire commercial products, services, and non-developmental items. Active from August 7, 2026, through August 6, 2027, this initiative seeks commercially available capabilities that can be deployed immediately or modified to meet DHA requirements across its Medical Digital Solutions, Medical Services, and Medical Products portfolios. The government will utilize a variety of award vehicles, including firm-fixed-price FAR-based contracts and Other Transaction (OT) agreements for research, prototyping, and experimental purposes under authorities such as 10 U.S.C. 3458, 3201, 4021, 4022, and 4023. The procurement process is driven by the issuance of specific Areas of Interest (AoI), which define problem statements, objectives, and submission criteria. Submissions undergo a streamlined, multi-phase evaluation process: Phase I involves a pitch or white paper evaluated on a Go/No-Go basis for strategic alignment and feasibility; Phase II may include an optional oral presentation or demonstration to assess technical viability; and Phase III requires a full commercial proposal evaluated on technical merit, cost reasonableness, and past performance. This CSO is administered by the DHACA Defense Healthcare Management Systems Contracting Division and is designed to prioritize cost-effective, commercially viable solutions to enhance healthcare readiness and patient safety.

DHA - Offsite Sterile Processing Support Services
Solicitation # HT9427-27-RFI-0001
The Defense Health Agency (DHA) is issuing a Request for Information (RFI) to identify qualified contractors capable of providing offsite Sterile Processing (SP) support for various Military Treatment Facilities (MTFs) across eight DHA networks. This initiative is part of a Business Case Analysis to improve service resilience and workload stability, ensuring that surgical capabilities are not halted by onsite equipment failures. The scope of work involves the transportation of surgical instruments between MTFs and contractor-owned offsite facilities, where the contractor will provide the necessary personnel, equipment, and facilities to perform decontamination, assembly, sterilization, inventory verification, and quality control. The equipment to be processed includes specialized items such as minimally invasive surgical cases, Da Vinci accessories, and power equipment, with an estimated volume of approximately 2,000 trays monthly per participating MTF. This RFI is strictly for market research and planning purposes and does not constitute a formal solicitation or an obligation to award a contract. The DHA is seeking capability statements from healthcare companies and hospitals that detail their experience with similar projects over the last five years and their proposed implementation strategy. Responses must be submitted in PDF format to the designated Contract Specialist by 11:00 AM EDT on October 30, 2026, and are limited to 10 pages using a 12-point font. The government has not yet determined if a small business set-aside is appropriate and will use the information gathered from these responses to make that decision.
