AI Contract Overview
The U.S. Special Operations Command intends to extend contract H92402-21-C-0007 for twelve months on a sole-source basis to Zero Point, Inc., leveraging authority under FAR 6.103-1(c)(2) due to the unique technical expertise and specialized capabilities of the contractor that cannot be replicated elsewhere without significant cost duplication or schedule delays. This bridge extension is necessary to maintain uninterrupted support for the Program Manager Counterproliferation as the agency prepares for a competitive follow-on contract anticipated in 2027. The services include engineering support across critical mission areas such as Counterproliferation, Counter Radio-Controlled Improvised Explosive Devices, Explosive Ordnance Disposal, Electronic Countermeasures, and Counter Unmanned Aircraft Systems, encompassing direct development, product improvement, training, testing, and acquisition support, along with associated travel. The contract will be awarded under a hybrid pricing structure combining Firm-Fixed-Price and Cost-Plus-Fixed-Fee for an estimated 157,921 labor hours, with travel costs covered on a cost-no-fee basis in accordance with FAR 52.217-9. The work will be performed primarily in Tampa, Florida, and the action is classified as a total small business set-aside under NAICS code 541330. The procurement is being conducted as a presolicitation with a response deadline of June 16, 2026, and is not open for competitive bidding, as Zero Point, Inc. is the sole entity with the requisite knowledge and experience to fulfill the urgent and highly specialized needs of the Program Manager Counterproliferation. Primary point of contact for inquiries is Blake Martin, with Alicia Rasich as the secondary contact.

Full Description
Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L) intends to award a 12-month bridge extension to contract H92402-21-C-0007 on a sole-source basis to Zero Point, Inc. (CAGE Code: 4PMU6). This extension will provide continued support and services to bridge the gap until a competitive follow-on contract is awarded. This action will be executed using other than full and open competition pursuant to FAR 6.103-1(c)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
Program Manager Counterproliferation (PMCP) requires this 12-month extension to acquire engineering services and associated travel. These services pertain to direct development, product improvement, training, testing, acquisition support, and related technical engineering in support of Counterproliferation (CP), Counter Radio-Controlled Improvised Explosive Devices (C-RCIED), Explosive Ordnance Disposal (EOD), Electronic Countermeasures (ECM), and Counter Unmanned Aircraft Systems (CUxS) missions. The extension will be awarded in accordance with FAR 52.217-9 on a Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) basis for an estimated 157,921 labor hours, and on a cost-no-fee basis for associated travel.
Zero Point, Inc. is the only source possessing the unique knowledge, expertise, and capability required to prevent a substantial duplication of cost to the Government and unacceptable delays in fulfilling PMCP’s requirements while the follow-on acquisition is solicited and awarded. The follow-on award is anticipated in 2027.
