- General Announcement
THIS NOTICE OF INTENT/SOURCES SOUGHT NOTICE IS FOR INFORMATION PURPOSES ONLY.
Program Manager, Intelligence and Cyberspace Operations (PM ICO) within Portfolio Acquisition Executive – Marine Corps (PAE-MC) provides this sources sought and notice of intent to award on a sole-source basis in accordance with 10 United States Code (U.S.C.) §3204 (a)(1), as implemented by the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 6.103-1(b) to Anduril Industries Inc., 1400 Anduril, Costa Mesa CA 92626-1548, CAGE: 85LD7, Unique Entity Identifier: KC3CH2MSK7Q3. The PMICO has a requirement for the procurement of fifteen (15) Maritime Targeting Cell (MTC) Shelter Systems, comprising (8) eight Operator Shelters and seven (7) Processing Shelters. These highly specialized, expeditionary, road-transportable, dual-shelter systems are required to support the urgent operational imperatives and timelines of the MTC program. These systems will provide a secure, self-contained, and ruggedized operating environment for conducting sensitive intelligence operations in contested and austere forward-deployed environments.
2. Basis for Sole-Source Justification
Comprehensive market research was conducted across industry, including the evaluation of various vendor capability statements submitted in response to a previously posted Request for Information. Based on the responses received and technical analysis of market capabilities, the following was determined:
- Intended Source & Lack of Competition: Anduril Industries Inc. (1400 Anduril, Costa Mesa CA 92626-1548) is the only known source capable of satisfying the Government’s urgent operational requirements without unacceptable technical risk, cost duplication, and schedule delay. Competition is lacking because no other vendor possesses a mature, field-tested production configuration that provides turnkey integration with the Government-specified MEP-1070 generator set while concurrently meeting all expeditionary physical footprint, modularity, road-transportability, and operational security parameters.
- Technical & Integrated Architecture: The proprietary baseline developed by Anduril Industries provides pre-engineered structural, environmental, and tactical power integration with the required MEP-1070 generator set. This turnkey architecture is critical to minimizing the logistical footprint, ensuring rapid deployment, and significantly reducing setup time in austere, forward-operating environments.
- Programmatic & Schedule Impact: Alternative vendor concepts reviewed during market research would require extensive re-engineering, power integration/distribution redesign, and developmental qualification, to include environmental and flight/road-transport certifications. Pursuing an alternative development effort would introduce programmatic delays, creating an unacceptable operational gap in meeting mission-critical fleet deployment timelines for the MTC program.
The Government anticipates award of a Firm-Fixed-Price delivery order, with a period of performance of approximately two (2) years. In tandem with executing this sole-source action and for all future opportunities, PM ICO will continue to conduct market research, monitor emerging industry capabilities, and actively pursue competitive acquisition strategies to the greatest extent practicable for future MTC program lifecycle and follow-on requirements.
3. Capability Statement Submission Instructions
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS.
However, all responsible sources may submit a technical capability statement, proposal, or quotation demonstrating their ability to satisfy the Government's operational and technical requirements. The Government will not be responsible for any cost incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the operational and technical requirements and past performance data no later than 12:00pm local time, Quantico, VA on 17 September 2026. Submissions received within 15 calendar days of this publication will be considered by the Government. Information received will be evaluated solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. All submissions shall become Government property and will not be returned. The North American Industry Classification System code is 541512, Computer Systems Design Services. The Product Service Code (PSC) is 7F20, IT and Telecom – IT Management Tool/Products (Hardware and Perpetual License Software).
