Project Delivery Partners for Architecture Construction Projects

The City and County of San Francisco Airport Commission is seeking qualified Project Delivery Partners through Solicitation No. 12359.41 to supplement its Architecture staff in delivering a portfolio of capital construction projects across the airport campus, including Terminal 1 Boarding Area C Roof and Exterior Upgrades, Rental Car Center Improvements, West Campus Fitness Center, and various Airport-Wide Office Improvement projects under the Capital Improvement Plan. The scope of services includes full project delivery support such as real-time data input into Primavera Unifier, development and maintenance of Level 1 and Level 2 schedules, monthly progress and cost reporting, quality assurance/quality control, on-site inspection and testing coordination, and BIM implementation, with an emphasis on sustainability, resilience, and Airport Special Systems like baggage handling and IT infrastructure. Labor rates are governed by approved ranges listed in Appendix F, with Year 1 high rates escalating by 3.5% annually over the contract term; other direct costs are reimbursable only at actual incurred amounts with no markups unless pre-approved. Contractors must comply with San Francisco’s Prevailing Wage requirements, submit certified payrolls electronically, maintain insurance including $2 million per occurrence general liability, and meet a 20% Local Business Enterprise subcontracting goal using only CMD-certified Micro-LBEs or Small-LBEs.
