Project HALO: Hybrid All-domain LEO Operations

Project HALO (Hybrid All-domain LEO Operations) is a Department of Defense requirement managed by the Defense Information Systems Agency to procure high-throughput, low-latency proliferated Low-Earth Orbit (pLEO) broadband telecommunications systems. The objective is to establish resilient global connectivity across stationary, portable, land-mobile, maritime, and specialized aviation platforms. The scope includes both commercial-grade and high-assurance defense-grade satellite transport services, user terminals, and advanced capabilities such as sovereign ground gateways, committed information rates, and a tactical security overlay. The government anticipates a contract structure consisting of a one-year base period followed by nine one-year option periods. The government currently intends to pursue a sole-source contract with Space Exploration Technologies Corp. (SpaceX), asserting they are the only known source capable of meeting the minimum technical and operational needs. However, this Sources Sought notice invites other responsible parties to submit capability statements to demonstrate their ability to provide the required hardware and services. Key operational requirements include a 24/7/365 support desk capable of resolving critical outages within 120 minutes, service activation within 24 hours of authorization, and strict adherence to U.S. citizenship for all technical personnel. Additionally, the contractor must implement a comprehensive Supply Chain Risk Management plan compliant with NIST SP 800-53 and specific DFARS security controls, while ensuring the physical and programmatic isolation of all telemetry data.
