The Fort Worth District Corps of Engineers is seeking comments from the construction community regarding the potential implementation of Project Labor Agreements for a large-scale construction project at Joint Base San Antonio Lackland Air Force Base. The project involves the replacement of the existing Reid Medical Clinic with a new 82,712 square foot facility, including an ambulance shelter and outdoor assembly area. The new clinic will be designed to LEED for Healthcare Silver Certified standards and must comply with various Unified Facilities Criteria and accessibility guidelines. The government is specifically interested in whether a Project Labor Agreement would improve economy, efficiency, and labor-management stability, or if it would create cost-prohibitive barriers and impact small business utilization. Key considerations include the complexity of the project, the availability of skilled labor in the region, and the potential for labor disputes. Interested parties were requested to submit their feedback and responses to specific questions regarding the effectiveness of such agreements in the local area to the designated contract specialist by December 24, 2014.

What type of project should or should not be considered for the utilization of a PLA? b.) Is the use of PLA's effective in achieving economy and efficiency in Federal procurement? What is the estimated relative cost impact or any other economies or efficiencies derived by the Federal Government if using PLA's? Will a PLA impact the cost of submitting an offer? c.)
