The Army Intelligence Data Platform (AIDP) Request for Information #4 is a Commercial Solutions Opening (CSO) under the Army Open Solicitation W9128Z-25-S-A002, issued by the Project Manager Intelligence Systems & Analytics (PM IS&A) through the Army Contracting Command – Aberdeen Proving Ground. This RFI seeks innovative, feasible solutions for the next iteration of the AIDP, a platform designed to integrate with legacy and future Department of Defense systems while operating under Zero Trust, cybersecurity, and Data Security frameworks. Proposals must address core services such as data onboarding, object databases, credential authority, MIL-STD 2525 rendering, and collaboration frameworks, as well as mission-dependent capabilities like geo-services, terrain analysis, and intelligence support to targeting. The solution must support agile software development using DevSecOps, automated configuration management via PLM/ALM, and maintain operations in Disconnected, Intermittent, and Limited (DDIL) environments with seamless reintegration. Vendors are required to submit two-volume proposals: a 20-page technical volume detailing system architecture, risk management, and a project schedule, and a price volume with a not-to-exceed (NTE) Firm Fixed Price catalog, where all proposed rates establish binding ceiling prices that cannot be exceeded in final submissions. Evaluation will be conducted by subject-matter expert peer review, focusing equally on technical merit—especially innovation and mission enhancement—and price reasonableness, with mandatory pass/fail gates for statutory compliance, technical sufficiency, OCI clearance, and price fairness.
