AI Contract Overview
The U.S. Army’s 414th Contracting Support Brigade, Regional Contracting Office-Vicenza, is awarding a single-award, indefinite-delivery indefinite-quantity Job Order Contract (JOC-SATOC) to support minor construction needs across U.S. Army Garrison Italy, with primary work in Vicenza and additional tasks in Livorno and Aviano. The contract has a base ordering period of five years, running from June 1, 2026, through May 31, 2031, with a potential one-time six-month extension under FAR 52.217-8. The total value of all task orders issued under this contract cannot exceed $40 million, and all work must be priced using the JOC Unit Price Book Europe 2026, which includes over 2,000 line items with specific rates in euros for construction activities. The NAICS code for this acquisition is 236220, and the contracting officer, Ms. Sebastiana Cappello, is the only individual authorized to award this contract; all correspondence must include both the contracting officer and contract specialist. Task orders will be issued through a Task Order Proposal Request process, guided by detailed procedures in the solicitation and the attached Statement of Work, which outlines performance expectations including site verification, bilingual signage, compliance with Italian regulations, and proper documentation of all work and inspections. Proposals must be submitted electronically in four volumes covering Corporate Experience, Management Approach, Past Performance, and Price/Certifications, with strict page limits per volume and formatting requirements including Times New Roman 12-point font and single-sided letter-sized pages. Evaluation prioritizes Corporate Experience and Management Approach equally above Past Performance and Price, with award based on a best-value trade-off rather than lowest price. Offerors must hold valid SOA certifications in OG1, OG3, OG6, OG11, and OG12 categories, submit Anti-Mafia Self-Declarations and DURCs, register in SAM.gov with an active UEI and CAGE code, and comply with strict security protocols including submission of a Site Safety and Health Plan, Confined Space Entry Plan, and Spill Plan. Key personnel, including a Program Manager with five years of experience managing multiple federal projects and a Site Safety and Health Officer compliant with EM 385-1-1, must be designated and approved. All invoicing must be done through WAWF, and inspections and acceptances
