DESCRIPTION



The U.S. Army Corps of Engineers (USACE) Middle East District (SWM) considering the use of alternative delivery methods such as Integrated Design and Construction (IDaC) to support the pre-construction activities and construction of secure facilities that are ICD-705 compliant at Al Udeid Air Base (AUAB), Qatar. This Request for Information (RFI) / Sources Sought Notice was previously explored under separate design-only market research notices.



THIS IS A REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT NOTICE ONLY.



This is not a solicitation for bids, proposals, proposals abstracts, or quotations. The purpose of this Notice is for market research purposes only, to obtain information with regards to market capabilities and to identify potential sources capable of performing services in accordance with the requirement below. Responses to this Notice will be used by the Government to make appropriate acquisition decisions.

GENERAL SCOPE



The United States Army Corps of Engineers (USACE) Southwestern Division, Middle East District (SWM) anticipates a potential Integrated Design and Construction (IDaC) requirement to support the pre-construction activities and construction of secure facilities that are ICD-705 compliant at Al Udeid Air Base, Qatar.  These requirements stem from the Air Force Central Command (AFCENT) and the Al Udeid Air Base 2040 Strategic Master Plan (SMP 2040).



Anticipated projects may include one or more of the following:



  1. A hardened, underground, secure, Combat Center Building (CATCODE 141446, Combat Center Building)
  2. Squadron operations buildings supporting a variety of airframes and missions to include, but not limited to, bombers, fighters, and unmanned aircraft systems for intelligence, surveillance, and reconnaissance (ISR).
  3. Secure administrative headquarters buildings (CATCODE 141446, Combat Center Building).
  4. Operation and Administrative Facilities such as command and control facilities, administrative offices, operational readiness and life support facilities, multiple unit buildings, and secure warehouse facilities.
  5. Site Security and Access Control such as access control and guard house complex, secure perimeter fencing, integrated physical and electronic security measures, Intrusion Detection Systems (IDS), and Closed Circuit Television (CCTV) surveillance.
  6. Site Infrastructure and Building Systems such as parking, parking garages, antennae yard and shelter building.


The North American Industrial Classification System (NAICS) code for the potential design requirement is anticipated to be 541330 Engineering Services.
