SYNOPSIS: SWM is anticipating a Design-Bid-Build (DBB) award for the Construction of facilities to support and enhance the Apache Alert Mission at Ali Al Salem Air Base in the country of Kuwait.


PROJECT SCOPE: The facilities to be constructed include:


  1. Four Alert Shelters with Aprons
  2. Logistics Readiness Center
  3. Maintenance Supply Warehouse with Exterior Storage Shade
  4. Guard House
  5. Pilot Readiness Facility
  6. Petroleum Oil Lubricant (POL) Shed
  7. Fire Water Pump House with Water Tank
  8. Alert Magazine (option)
  9. Forward Arming and Refueling Point (FARP)
  10. Parking Sunshades
  11. Bunkers
  12. Three Electrical Substations
  13. All site utilities, incl. Stormwater, Domestic Water, Fire Water, Sanitary Sewer with Lift Station and Leach Field, and Site Electrical and Communications

The project includes all utilities, site improvements, new concrete aprons, airfield and vehicular pavements, detection and protection features, security enhancements, and other supporting work necessary to construct complete and useable facilities. The project is phased to maintain uninterrupted airfield and squadron alert and training operations during construction.


The Period of Performance is anticipated to be 1,355 calendar days from issuance of Notice to Proceed.


PROPOSAL PROCEDURES: The Request for Proposal (RFP) will be issued on SAM.GOV. It is anticipated that the Best Value Trade-Off (BVTO) contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP.


RESPONSE PERIOD: This is a pre-solicitation notice and is not a request for proposal (RFP) nor does it restrict the Government as to the ultimate acquisition approach. A response to this notice is not required. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
