Projects funded under this initiative will advance economic security and mobility for individuals with intellectual and developmental disabilities through comprehensive, nationally significant efforts aligned with the Developmental Disabilities Assistance and Bill of Rights Act. The focus is on enabling these individuals to fully participate in community life by supporting transitions to adulthood, expanding access to employment and postsecondary education, and providing assistive technologies that facilitate career success. The initiatives will also work to strengthen national and state policies that uphold self-determination, independence, and inclusion, with active engagement from families, guardians, advocates, and communities. Performance will be measured across four key outcomes: changes in policies that improve experiences for individuals with disabilities and their families, increased leadership roles among individuals and their families, enhanced knowledge of available supports to achieve desired life outcomes, and greater accessibility and use of data resources. Specific output measures track participation in advocacy, development and dissemination of tools and training materials, leadership mentoring, and the creation and sharing of educational resources and data. All activities must be designed to empower individuals with disabilities to drive their own futures while influencing systemic change through collaboration, education, and policy advancement, with implementation led by the Administration for Community Living under the Department of Health and Human Services.
