Tribal Personal Responsibility Education Program (Tribal PREP)

The Tribal Personal Responsibility Education Program (Tribal PREP), solicitation number HHS-2026-ACF-ACYF-AT-0015, is a cooperative agreement issued by the Administration for Children and Families (ACF) within the Department of Health and Human Services. The program provides funding to American Indian and Alaska Native tribes and organizations to implement culturally appropriate pregnancy prevention education for youth ages 10 to 19, as well as expectant and parenting youth under 21. Projects must utilize medically accurate, evidence-based curricula focusing on abstinence and contraception to prevent pregnancy, STIs, and HIV. A critical requirement is the implementation of at least three of six mandated adulthood preparation subjects, including healthy relationships, financial literacy, and career success. The program also mandates universal education on human trafficking for all participants. The initiative is structured as a 60-month project period starting September 30, 2026, divided into three phases: an initial planning and capacity-building phase of up to 18 months, a full implementation phase through year four, and a final implementation and close-out phase in year five. Total program funding is 3,250,000 dollars, with approximately eight awards expected. Individual first-year awards range from a floor of 350,000 dollars to a ceiling of 600,000 dollars. Recipients must allocate 15 to 20 percent of their annual budget to evaluation activities and obtain IRB approval by the end of Phase 1. Applications are due by August 17, 2026, via Grants.gov, and are evaluated based on a 110-point merit review focusing on response quality, resources, and alignment with ACF priorities. Funding is prohibited for DEI/DEIA activities or the promotion of gender ideology.
