L’Office municipal d’habitation de Trois-Rivières (le « Client ») est un organisme sans but lucratif qui a pour mission d'aider les personnes et les familles à faible revenu à se loger convenablement, tout en accompagnant sa clientèle sur le plan de l'autonomisation dans une perspective de développement durable. 1.2. Le Client demande des soumissions dans le cadre du Projet pour l’octroi d’un contrat de travaux de construction à prix forfaitaire (mode entreprise générale). Le projet vise la réalisation de travaux pour le remplacement complet de l'enveloppe des murs extérieurs (revêtement, isolation, membrane pare-air et revêtement intermédiaire), de travaux divers au niveau des fenêtres, portes, balcons, de la réfection partielle de la toiture, du remplacement d’appareils d’éclairage extérieurs et d’autres travaux connexes (le « Projet »).
