Proposed Amended Rule 1107 – Coating of Metal Parts and Products

The Proposed Amended Rule 1107 (PAR 1107), managed by the South Coast Air Quality Management District, focuses on limiting volatile organic compound emissions from metal coating operations within its jurisdiction. This initiative implements control measure CTS-01 of the 2022 Air Quality Management Plan to phase out the use of para-Chlorobenzotrifluoride (pCBtF) and tert-Butyl Acetate (t-BAc) in metal parts and products coatings due to toxicity concerns. The primary goal is to reduce exposure risks for workers, nearby receptors, and the general public. The rule establishes a prohibition on the manufacture, sale, and use of coatings containing more than trace levels of pCBtF and t-BAc, while incorporating sell-through and use-through provisions to allow stakeholders time to transition to safer alternatives. Additionally, the amendment prohibits other toxic compounds in coatings, introduces new provisions to enhance enforceability, and includes revisions for clarity. The project is located within the South Coast Air Basin, covering all of Orange County and portions of Los Angeles, Riverside, and San Bernardino counties. A public hearing for the Governing Board was scheduled for December 5, 2025, and the project has been granted a Common Sense Exemption from the California Environmental Quality Act.
