PROPOSED IMPROVEMENTS TO SERVE KENNEDY PLACE RURAL WORKFORCE HOUSING INITIATIVE

The City of Cairo is soliciting competitive cost sealed bids for the construction of proposed improvements to serve the Kennedy Place Rural Workforce Housing Initiative in Georgia. The scope of work includes the installation of a low pressure force main system with approximately 7,268 linear feet of HDPE pipe in various sizes, 0.9 miles of urban roadway featuring grading, drainage, pavement, sidewalks, and fire lanes, and 3,024 linear feet of storm drain pipe. Additionally, the project requires the installation of approximately 5,036 linear feet of PVC water main, 70 residential water meters, fire hydrants, 160 linear feet of casing for a jack and bore under US Highway 84, and 8,448 linear feet of HDPE natural gas main, along with necessary erosion and sediment control measures. The project is funded in part by a grant from the Department of Community Affairs OneGeorgia Program. The contract allows 270 consecutive calendar days to reach substantial completion and 300 consecutive calendar days for final close-out. Bidders must be pre-qualified Georgia Department of Transportation Contractors, and all utility work must be performed by a licensed Georgia Utility Contractor. Mandatory submission requirements include a bid bond or certified cashier's check for at least 10 percent of the bid amount and a completed Affidavit of Compliance with O.C.G.A 13-10-91 regarding E-Verify. The successful bidder must provide performance and payment bonds, each for at least 10 percent of the contract amount, from a Georgia-licensed surety company listed on the Treasury Department's Circular 570. Sealed bids are due by 11:00 AM on November 6, 2026.
