The contract is established to provide the United States Coast Guard Academy with specialized services from The College Board, including Enrollment Planning Service (EPS), Student Search Service (SSS), and Segment Analysis Service (SAS). These proprietary services are integral for the Academy’s recruitment efforts, offering access to a unique and comprehensive database of college-bound student records that include academic, demographic, and personal data, as well as SAT, AP, and PSAT test scores. The exclusivity of this contract is justified by The College Board’s monopoly on this specific data set, which is geographically superior to similar services offered by ACT, ensuring the Academy’s access to the most relevant and extensive information from its primary applicant pools. The contract, identified under solicitation number HSCG39-18-Q-PTT049, is managed by the Department of Homeland Security through the Coast Guard Academy office located in Groton, CT, with performance taking place in New London, CT. The unique nature of the data and services provided by The College Board restricts availability to a single source, as no other entities can offer the same level of detail or comprehensive coverage critical for market definition, competitor analysis, and institutional outcome assessments. The point of contact for this contract is Kevin W. Gustin, ensuring dedicated communication and oversight to maintain the Academy’s recruiting and planning needs.

Full Description

THIS IS NOT A SOLICITATION The purpose of contract is to provide services for the United States Coast Guard Academy (USCGA) that are proprietary to The College Board. These services include College Board's Enrollment Planning Service (EPS), Student Search Service (SSS), and Segment Analysis Service (SAS). UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED. The College Board has a monopoly on college bound student records that contain educationally relevant data useful for recruiting these individuals, qualifying them, defining markets and competitors, and assessing institutional outcomes. The concept of monopoly relates to the geography. Similar resources are available from ACT, but the two organizations dominate in different geographic localities . The College Board data base, is however, much larger and provides superior coverage of the markets from which the Academy principally draws applicants. REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES: The College Board is the only list service with academic, demographic and personal data that also provides SAT, AP, and PSAT test scores.
