NOTICE OF INTENT TO SOLE SOURCE: The U.S. Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of Acquisition Management, Irving, TX, hereby provides notice of its intent to solicit and award a sole source purchase order to ProQuest, LLC. ProQuest’s Unique Entity ID is J1RFEVPBPU43.



This action is being pursued under the authority of 41 U.S.C. § 3304(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.



The Office of the Principal Legal Advisor (OPLA) requires access to the U.S. Newstream Collection, ProQuest U.S. Congressional Collection, and Digital National Archive to support its legal, policy, and interdisciplinary research needs. These resources provide authoritative information to assist OPLA personnel in conducting research, evaluating historical and current policy materials, and supporting informed analysis on topics such as immigration reform and policy. The anticipated period of performance includes one twelve-month base period and four twelve-month option periods. The estimated total contract value is $329,000.00. The Government intends to award this requirement using the procedures of RFO 12.102(a).
