Solicitation # 601440000053470
The Texas Department of Transportation is soliciting proposals under solicitation number 601440000053470 to establish a contract for the design, development, and installation of interpretive exhibits for rest areas and travel information centers across Texas. A primary focus of the project is the Hudspeth County Safety Rest Areas on Interstate 10, where the contractor will create an exhibit room featuring educational displays, interactive video installations, and artifact display cases. The design must be inspired by the Sierra Blanca landscape, the Chihuahuan Desert, and American Southwest adobe traditions, reflecting the region's agricultural, railroad, and indigenous history. The initial term of the contract begins upon execution and expires on November 30, 2027, with the option for three one-year renewals through November 30, 2030. The contract will be awarded based on best value for the state, evaluating factors such as technical capability, past performance, financial resources, and the quality of proposed services rather than price alone. To be considered responsive, vendors must submit a comprehensive proposal by November 6, 2026, including a pricing schedule for research, production, and installation, a compliant VetHUB subcontracting plan, and mandatory certifications regarding the Texas Family Code and other state legal requirements. Additionally, vendors must provide proof of insurance, including Workers Compensation and Commercial General Liability, and ensure all electrical components meet OSHA and UL/FMRC/NEMA standards. All submissions must be made via the Euna Procurement portal in PDF format, with the exception of the pricing schedule which must be in Excel.

Contractor Questions H92242-12-T-0007 Q1) Can the Water tower be used as a relay point for the wireless back haul to the range? Response 1 Use of the Water Tower. I cannot guarantee the use of the water tower. As a NASA facility, access is restricted and it may be difficult to arrange conditions to support its use. Q2 - What is the requirement for integrating, or being compatible to the Expandable Automated Target System? Is the Portable Camera System Solution to output video to the Target System? If it is a requirement will it be an analog or IP feed? Documentation and description would be very helpful and most appreciated to include in the modified solicitation. Response 2: I would think IP but I will defer to the technical writer Q3 -Is the Portable Camera System Solution to output video to the Target System? Response 3: defer to technical writer. Q4 - How is the target system controlled now? PC, Proprietary Controller or push button start/stop? Response 5: Target system controls integration. Again, I am not certain what Target System is being referenced so I will defer to the technical writer.

Naval Special Warfare Command (NSWC) UxS Commercial Solutions Opening (CSO)
Solicitation # H9224026SC001
The Naval Special Warfare Command (NSWC) is utilizing a Commercial Solutions Opening (CSO) under solicitation H9224026SC001 to accelerate the development, procurement, and integration of unmanned systems (UxS) capabilities. This initiative supports the Joint Force, Special Operations Forces (SOF), and allied partners by seeking innovative solutions in several Areas of Interest, specifically UxS as a Service, First Person View (FPV) platforms for ISR and kinetic operations, and UxS training. The scope encompasses a wide array of requirements, including complete UxS systems, payloads, Command and Control (C2) software, artificial intelligence for processing and exploitation, and communications equipment. Technical priorities include interoperability with systems like Lattice and Hivemind, adherence to a Modular Open Systems Approach, and strict compliance with FAA, ICAO, and cybersecurity standards, with a prohibition on components from covered countries. The procurement process is structured in three phases: Phase I involves the submission of unclassified solution briefs via the Vulcan portal; Phase II consists of demonstrations and pitches requiring the provision of at least three operational units and two trained operators; and Phase III involves the collaborative development of Statements of Work and final negotiations. NSWC anticipates awarding either Firm-Fixed Price contracts under FAR Part 12 or Other Transaction Authority (OT) agreements under 10 U.S.C. 4022-23. Submission deadlines vary by Area of Interest, with several extended through December 31, 2026. To be eligible for award and payment, companies must be registered in the System for Award Management (SAM) and utilize Wide Area Work Flow (WAWF) for invoicing.

FPV Unmanned Aerial Systems (UAS) for ISR OperationsThe contract seeks the development and delivery of First-Person View unmanned aerial systems designed explicitly for Intelligence, Surveillance, and Reconnaissance missions in challenging operational environments, including those that are GPS-denied, high-electromagnetic interference, and maritime. These systems must deliver 45 to 60 minutes of endurance and be capable of rapid deployment to support time-sensitive missions. The technology must operate reliably under extreme conditions where conventional navigation and communication systems are compromised, demanding robust, self-contained avionics and resilient data links. The aircraft should be optimized for low-observable characteristics and field-ready handling to meet the demands of tactical special operations forces. This is a subcontract opportunity under the NAICS code 334511, tied to the Naval Special Warfare Command within the Department of Defense, with a performance location in San Diego, California, ZIP 92155. The solicitation was posted on May 5, 2026, and responses are due by December 31, 2026, at 5:00 PM Eastern Time. While no set-aside designation or point of contact is specified, the nature of the requirement suggests a focus on advanced aerospace manufacturing capabilities with proven experience in military-grade UAS integration. Contractors must demonstrate technical precision, operational relevance, and the ability to deliver systems that meet the rigorous standards of special operations in austere maritime and urban terrain.
