Provide and Maintain Quesnel Landfill Transfer Bins RFP

The City of Quesnel is soliciting proposals for the supply, maintenance, and service of eight forty-cubic-yard metal bins at the Quesnel Landfill in British Columbia. The contractor is responsible for providing all necessary labor, equipment, and facilities to ensure the bins remain on-site continuously and are emptied by the end of the night before the landfill closes to prevent waste accumulation and spillage. The contract is intended to commence on January 1, 2027, for a one-year term, with the possibility of two additional one-year extensions provided the City gives three months' written notice. Payment is structured as a combination of a monthly rental fee per bin and a service fee per tip, with an estimated 3,000 tips per year. Contractors must provide monthly reports of bin tipping frequency alongside their monthly invoices. Proposals will be evaluated based on relevant experience, which carries a 25% weight, and award is subject to approved funding and authorization. Mandatory submission requirements include the Contractor Acceptance Form (Appendix A), a fee schedule (Appendix C), proof of insurance, and WorkSafe BC registration. Failure to sign Appendix A will result in the rejection of the proposal.
