Reuse Building Operation RFP

The City of Quesnel is soliciting proposals for the operation and maintenance of the Reuse Building located at 980 Carson Pit Rd, Quesnel, British Columbia. The selected contractor will be responsible for accepting, sorting, and reselling gently used household goods, such as furniture, clothing, and small appliances, to divert waste from the landfill. Key deliverables include the management of cash and non-cash sales, the development of a detailed operational work plan, and the provision of written reporting on materials exiting the facility. The contractor must also perform general custodial duties and minor building maintenance, including the upkeep of the parking area. The contract is intended to commence on January 1, 2027, for an initial term of one year, with the possibility of two additional one-year extensions. Requirements for the award include maintaining a City of Quesnel business license, adhering to the City's Living Wage Policy-CF-10, and providing proof of WCB and insurance. Additionally, the contractor must develop a site-specific Health and Safety Plan signed by a qualified professional and comply with Ministry of Environment guidelines. The City reserves full discretion in the award process and may accept non-compliant proposals, reject all submissions, or split the contract among multiple vendors. Proposals must include a signed Contractor Acceptance Form and a detailed narrative demonstrating the firm's capacity and experience.
