Fire Alarm engineering for Lewis County
Solicitation # 2026-RFQ-040
Lewis County is soliciting qualifications under solicitation 2026-RFQ-040 for a professional engineering firm to provide comprehensive design and engineering services for fire alarm systems. The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications. All designs must be stamped by a licensed electrical engineer familiar with Washington State fire alarm requirements and must integrate smoothly with existing infrastructure to ensure standardized maintenance and operations. Proposals are due by November 10, 2026, via the OpenGov platform and will be evaluated by a committee of at least three County employees using a points-based system. The evaluation criteria are equally weighted at 20 percent each across four categories: firm qualifications (including NICET certifications and licensed engineer availability), responsiveness and capacity to begin work within 30 days, regulatory compliance and permitting records, and the clarity and detail of blueprint designs. Applicants must provide a statement of qualifications, three public agency references from the last five years, and resumes of key personnel. The contract is administered by Matt Patana, Capital Infrastructure Specialist, based in Chehalis, Washington.

The Air Force Logistics Center has awarded a sole source contract to Lockheed Martin Corporation to provide engineering services in the form of user help-desk support for 28 AN/FPS-117 radar sites. This agreement is strictly for call-in services and specifically excludes on-site support. The procurement was conducted under the authority of 10 U.S.C. 2304 (c)(1) and FAR 6.301-1(a)(2) due to the unique proprietary nature of the MFI software and design memorandum. Lockheed Martin was selected as the sole provider because they are the original designer and manufacturer of the radar system. As the only entity possessing the necessary proprietary code, technical data, and specialized expertise, they are uniquely positioned to fulfill the government's requirements. The contract is identified by solicitation number FA8217-10-Q-5020 and falls under NAICS code 541330.
