Provision of Animal Control Services in Niagara-on-the-Lake

The Town of Niagara-on-the-Lake is seeking a qualified contractor for the provision of comprehensive animal control services within its municipal boundaries, with a scheduled commencement date of January 1, 2027. The scope of work includes the enforcement of municipal by-laws and provincial acts regarding domestic animals, livestock, and wildlife, as well as the provision of pound and humane services. The successful contractor will be responsible for providing Animal Care and Control Officers and delivering monthly operational reports and annual summary reports to the Municipal Enforcement Office. The contract is designed for an initial term of three years, with an optional two-year extension. The selection process is based on a multi-stage evaluation consisting of a mandatory submission review, a technical proposal assessment requiring a minimum score of 70%, and a financial evaluation. Awarding is based on the highest total score combining rated criteria and pricing. Bidders must provide proof of Commercial General Liability and Automobile Insurance, as well as a WSIB Clearance Certificate. Performance will be monitored through annual reviews, and the Town reserves the right to request changes to key personnel if performance standards are not met. All deliverables intended for the municipal website must be AODA-compliant and conform to WCAG 2.0 Level AA standards.
