AI Contract Overview
The contract involves the provision of twenty Bordetella-free baboons to support pertussis infection and vaccination studies conducted by the Food and Drug Administration's Center for Biologics Evaluation and Research. Pertussis, a highly contagious and potentially fatal respiratory disease caused by Bordetella pertussis, remains difficult to control with currently licensed vaccines due to incomplete understanding of disease mechanisms and vaccine protection. The baboon model is unique in mimicking the human course of pertussis, making it vital for research efforts aimed at refining vaccine efficacy through studies of natural infection transmission. The objective is to enhance this animal model to better differentiate the protective effects of acellular pertussis vaccines, which fail to prevent infection, from whole cell vaccines, which have shown more infection reduction. The contract is a sources-sought announcement with a solicitation number CBER-2026-134085, posted by the FDA’s Office in Rockville, Maryland, with performance occurring in Silver Spring, Maryland. Interested parties had until May 29, 2026, to respond. The contract is aimed at ensuring a reliable supply of pathogen-free baboons essential for advancing public health research on pertussis vaccine effectiveness. The primary contacts for this requirement are David Kramer and Nick Sartain from the FDA.

Full Description
Pertussis is an acute, highly contagious, potentially life-threatening respiratory disease, caused by the Gram-negative bacterium Bordetella pertussis. The underlying factors leading to the failure of public health measures to control pertussis disease using currently licensed vaccines are poorly understood. A more complete understanding of this disease and of the mechanisms of vaccine-mediated protection is a critical public health need.
The baboon model of pertussis, developed in the laboratories of the Food and Drug Administration (FDA) Center for Biologics Evaluation and Research (CBER), is the only animal model of pertussis that recapitulates the disease as observed in human patients. Refinement of the baboon model to include establishment of infection by means of natural transmission will enable a more refine evaluation of the differences between the licensed acellular pertussis vaccines that fail to prevent infection and the whole cell vaccines that reduce infection. The performance of this study requires the purchase and delivery of twenty, Bordetella-free baboons.
