Provision of Consulting Services for Regional Basement Flooding Mitigation Program Strategic Plan

The Region of Halton is soliciting proposals for a consulting firm to conduct a comprehensive review of its existing Basement Flooding Mitigation Program and develop a three-year Strategic Plan. The primary objectives are to reduce basement flooding risks, enhance wastewater system resilience, and decrease wet-weather flows. The project is expected to be completed within nine months of kick-off and includes key deliverables such as a current-state assessment report, a prioritization framework for initiatives, a final strategic plan with an implementation roadmap, and a performance measurement and reporting framework. The selected consultant must provide a Project Manager with PMP certification or equivalent credentials. The contract will be awarded based on a scoring system where the technical proposal accounts for 80 points and the cost proposal accounts for 20 points. Proponents must achieve a minimum technical score of 70% to be considered for award and may be invited to a 30-minute presentation. Mandatory submission requirements include a technical proposal, a signed Vendor Code of Conduct Acknowledgement Form, and a cost proposal submitted via the online bidding system by November 12, 2026. The agreement is governed by a modified Standard Agreement and Supplementary Conditions, requiring the consultant to maintain specific insurance coverages: 5 million dollars for Commercial General Liability, 2 million dollars for Automobile Liability, and 2 million dollars for Professional Liability. Additionally, the consultant must provide a WSIB clearance certificate upon award and with every monthly electronic invoice. All produced materials remain the sole property of the Region of Halton, and deliverables must comply with the Ontario Building Code and the Accessibility for Ontarians with Disabilities Act.
