Provision of Engineering and Consultancy Services for Regional Wastewater Hydraulic Model (InfoWorks ICM) Calibration

The Regional Municipality of Halton is soliciting engineering and consultancy services under RFP P-1345-26 for the calibration of its Regional Wastewater Hydraulic Model using InfoWorks ICM. The project requires the consultant to utilize optimization or cloud computing tools to deliver a comprehensive Final Model Calibration Report, five calibrated InfoWorks ICM models, GIS files, Excel statistics, and a Power BI dashboard. The contract is expected to be awarded in December 2026, with work commencing in January 2027 and concluding in January 2028. The award will be based on the highest overall score, with the technical proposal weighted at 80 points and the cost proposal at 20 points. The project manager and lead hydraulic modeler must be licensed Professional Engineers or Certified Engineering Technicians in Ontario. Compensation is structured on a time basis up to a total bid price that serves as an upset limit. The selected consultant must implement a project-specific Quality Assurance and Quality Control program and provide documentation at every milestone. Monthly invoicing requires progress reports, detailed staff hours, and various project logs. Additionally, the consultant must maintain specific insurance coverages and provide a Workplace Safety and Insurance Board clearance certificate with every invoice. Submission requirements include a strict 12-page limit for the main technical sections, a signed Vendor Code of Conduct acknowledgement, and a detailed proposal submittal checklist.
